Dr. Bali advised the Armed Forces authorities the procedure for preparing the Project Report for Opening an Armed Forces Dental College at Secunderabad. The detailed requirement of Opening of a Dental College and the infrastructure viz. the total area, built-up area, class-room facilities, dental chairs, the required teaching faculty, hostel facilities etc. etc. were all advised.
After the set-up Dr. Bali gave permission in his capacity as President of D.C.I. to start the College at Secunderabad. On the reques5t of the then Chief of Staff, Armed Forces, Gen. Mullick, permission was granted on priority basis and the College was inaugurated by the Chief of Staff Armed Forces himself before his retirement.
The Dental Surgeons in the Armed Forces had no other source for maintaining themselves after their retirement except their regular pension. A few Dental Surgeons could go in for private practice, but there was no opening for them to get jobs elsewhere in the country. It was for the first time that those who had distinguished themselves in research activities and had contributed articles in the indexed journals during service were considered and approved for appointment as teaching faculty after their retirement from the armed forces. Consideration was also given to those who had rendered excellent service in the armed forces. Teaching experience was also imparted to many officers after retirement from the Army.
Many Centres were also added for Dental Mechanic and Dental Hygienist Courses.
This decision of Dr. Bali benefited many retired officers who have got placement in various Dental Institutions in the country.
Indigenous Dental Implants manufactured by DRDO were presented to Dr. Bali in order to have them tested and approved for use in the armed forces as well as for any other commercial use. Dr. Bali, after thoroughly testing the product approved it and gave advice for their use on the patients.
Dr. Bali was also invited and visited Military Base Hospital and motivated and recommended teaching staff and approved the infrastructure to start the D. N. B. (Diplomate of National Board of Examinations) in the subject of Dentistry. The Dental Department of the R.R. Hospital, New Delhi was adjudged the best. The recommendations were sent to the DNB authorities for approval. The DNB was made equivalent to MDS and the teaching staff so appointed were approved as active or retired personnel from the armed forces.
There was a time when Dental Council of India, the Indian Dental Association and the Armed Forces had their own scientific programmes separately. Dr. Bali was the motivating force behind having combined scientific programmes by all the three bodies, so that the research activities, particularly in the armed forces could gain advantage from D.C.I. and I.D.A.’s programmes and vice versa. This gave a boost to the scientific activities of all the three bodies and intermingling of all the research programmes.
Dr. Bali conducted a nation-wide Epidemiological Survey of the dental diseases prevalent in the country, whereby the major dental diseases like dental caries, periodontal diseases, mal-occlusion and pre-cancerous and cancerous lesions have been identified for treatment and prevention. A copy of the National Epidemiological Survey is enclosed.
A similar Epidemiological survey of oral diseases in the Armed Forces is also suggested to be conducted by Dr. Bali so that both the National Survey and the proposed Survey to be conducted for the Armed Forces could be clubbed and utilized for the benefit of totally controlling the oral diseases in the country.
